Candidate Wissinger built a Taj Mahal Prison that nobody wanted when he last held public office.  This Taj MAHAL has created by necessity  an industry of coddling prisoners in this County for the last several decades.  MR. Wissinger's TAJ MAHAL prison is the black hole of sunk costs.
